On his site, McCain's speech to Congress describes the unenforceability in terms of the difficulty of identifying undocumented residents and the cost to the federal government of mass deportation. I saw no mention of the humanitarian or moral dimensions. McCain very well might see the moral issues as Nathan does, but one suspects such arguments would not fly with the GOP base.
