Actually, I think the thing that really killed the Aznar government was the perception that he had manipulated information on the bombings to throw blame on the ETA and draw attention away from links between foreign policy and the terrorist attack. I don't know if there's any truth behind this, but I do remember it being quite a scandal. It was only in the US (and Al Qaeda propaganda) that all the talking heads seemed to assume that Aznar fell because Spanish voters capitulated.
