Though it's true that the older cohorts of places like France have much lower educational attainments, 8 years seems utterly ludicrous for a country that instituted mandatory education for everyone up to age 15 in the 1880s. http://www.oecd.org/dataoecd/56/9/37863998.pdf seems to fit much closer the mark, and even though it only covers through 64 year olds, I see no plausible way that those above 64 could bring the averages down to those listed above. I can only speculate that the definition being used for "Average years of education" is something other than we might expect.
