just a simple remark ( and question):how would you define German "institutions" and "German culture" during the 3rd Reich?

Well, that's why I call it "a hint of" a theory: I haven't offered anything like a cogent definition of culture, or of institutions, or of the relation between the two. One thing to note: *virtue* has both a moral and an instrumental significance. A Nazi soldier may be very courageous. He may have great love for his own country (combined with a terrible deficiency of love towards Jews or Slavs). He may even be just, in a certain way: just, for example, in recognizing that his commanding officer was right to fault him for some error, which enables a military unit to operate more effectively. Without virtue, no great evil can be accomplished any more than any great good.
