Well, once the language scale is ratcheted all the way up, we have no further leverage. Right now, it's useful to have wiggle room with Gaddafi so that he has an incentive to not go further than he already has. Already Gaddafi is relying on mercenaries, so clearly he's no longer counting on much in the way of internal support. He may yet order more thorough massacres or who knows what else if he doesn't think things could get any worse.

I don't know what the right answer is.

Well, the "euphemism" makes sense within the full context of his remarks. Maybe you should read the full transcript before quibbling over rhetoric:
